1919 Campaign Material

This item somehow served as a campaign leaflet during 1919. I do not know what position this person is running for since it seems to only describes his field of works. Got this item again from Mr. Coolpit. It's interesting to see how soon to be politicians used to campaign during that period.
This is probably the front, although both seems to be interchangeable.

The design that was used in this part is a photo Dr. Jose Rizal's monument with the message below that somehow translates(according to an online translator) to: the memorial to the brave teaches acts and noble emulation. Others appropriate translation can also be helpful.

The words below the picture is translated(Spanish to English) as : JUEZ (Judge); JURISCONSULTO( Legal Expert); TENEDOR DE LIBROS (Holder of books); NOTARIO PUBLICO (Notary Published)

    I think that the appropriate translations are:
